Service contract for uniform delivery and delivery system for Helse Bergen HF. Helse Bergen HF and Sykehusinnkjøp HF consider that the terms for a direct procurement are fulfilled, cf. The procurement regulations § 13-4 letter b) competition is impossible for technical reasons and there are no reasonable alternatives. Helse Bergen HF currently uses several systems at different locations that are produced and delivered by the supplier Metalprogetti S.P.A. The system consists of delivery and delivery machines for work wear for the employees, the accompanying software and a SQL database that handles information on garments, users, size allocation and quotas for the users. The SQL database is stored in one of the IT department ́s servers at the hospital. Helse Bergen HF needs a contract that includes service and delivery of spare parts in order to ensure a more stable and reliable operation of the systems. Helse Bergen HF currently mainly carries out repairs and replacements of parts on the installations itself. However, there is a need for support from suppliers, particularly for remote based troubleshooting and consultancy services for operation and maintenance of the systems. Furthermore, Helse Bergen HF needs to purchase original spare parts for the installations. Most of the systems that are in operative operation are older than this, and there is, therefore, an increasing need for spare parts and any upgrades. The existing tenderer for Helse Bergen HF has both technical competence, specific tools and rights that are necessary to ensure continual operation, maintenance and further development of the relevant systems. It is, therefore, considered technically impossible or disproportionately difficult for other tenderers to join the contract without extensive re-programming, system integrations and the risk of interruption to operations. The costs associated with a supplier exchange will mean that only the current supplier will be able to deliver a competitive tender and that the costs and risk of operational disruptions associated with switching suppliers do not appear as a reasonable alternative. Sykehusinnkjøp HF carried out in mid-2026, on behalf of Helse Bergen HF, a market dialogue on the provision of services and materials connected to the service and operation of a uniform delivery and submission system for Helse Bergen HF. No formal responses to the market dialogue were received by the deadline. However, the current supplier of the existing delivery and delivery system reported interest in the delivery. Based on the completed market dialogue and a lack of feedback from other actors, Sykehusinnkjøp HF and the health companies assess that there are no other known suppliers than Metalprogetti who are able to provide the services and products necessary for this delivery. Based on this, the terms for exemptions from competitions in accordance with the procurement regulations § 13-4 letters b points 2 and 3 are fulfilled, as, due to technical reasons, access to drawings and production of original spare parts, and due to possession of specific rights and tools, it is not possible to achieve real competition without inflicting disproportionate replacement costs and risks on the health authorities. The contract has an estimated value of NOK 1,500,000 excluding VAT for the entire contract period and a maximum value of NOK 1,900,000, excluding VAT. The contract will be valid from 01.12.2026 to 30.11.2028. Helse Bergen HF has a unilateral option to extend the contract for up to one (1) year at a time, up to eight (8) times.
