Tender summary
As part of the market assessment, Kristiansund municipality has i.a. looked to the competition Nye Veier carried out in 2024, and Nye Veier's intention notice published 28.03.2025, with HMSREG AS being the only supplier who met all the set requirements. The municipality has, in addition, been in close dialogue with Tromsø municipality on their experiences with equivalent needs, relevant systems and follow-up of wage and working conditions requirements and seriousness provisions. A market dialogue has also been held, published on Doffin: https://www.doffin.no/notices/2026-114955. No suppliers gave feedback on the market dialogue. Based on completed surveys, including the market dialogue and the municipality ́s assessment of available systems in the market, the municipality estimates that HMSREG AS is the only supplier who can offer a ready developed system that together safeguards the necessary technical and functional needs. The municipality has also assessed whether the need can be safeguarded through reasonable alternative solutions, but has not identified such alternatives that together cover the need. The requirements are based on the municipality ́s actual need for control and contract follow-up and are not designed with the aim of limiting the competition or adapting the procurement to a specific tenderer.
