Scope of works
The Highway 28/63 Regional Water Services Commission invites proposals from qualified consultants to complete a Regional Water Pipeline Condition Assessment and Renewal Prioritization Study. The Commission’s regional system includes more than 200 kilometres of waterlines and associated infrastructure. The study will assess infrastructure condition, performance and risk and establish a prioritized 25-year capital renewal plan to support reliable water service, long-term financial planning and future funding applications. The scope includes: 1) Reviewing available drawings, asset records, operating information, maintenance records, leak history and hydraulic information. 2) Developing an editable GIS inventory for pipelines and related linear assets and an Excel register for facilities, pumps, mechanical equipment, electrical systems, instrumentation, controls and structural components. 3) Conducting visual condition assessments of accessible infrastructure and identifying immediate concerns, urgent repairs and information gaps. 4) Assessing asset criticality, likelihood and consequences of failure, remaining useful life and renewal priorities. 5) Preparing planning-level replacement cost estimates and forecasts for repair, rehabilitation, replacement and other identified improvements. 6) Developing unconstrained and prioritized 25-year investment forecasts that consider risk, available funding and other capital needs. - Facilitating workshops with Commission representatives to review risk criteria, findings and investment priorities. - Preparing a draft report, presenting findings and delivering a final report with editable inventories, supporting calculations and investment forecasts. The base scope consists of records review, visual inspections and planning-level analysis. Additional testing, detailed hydraulic modelling, detailed engineering design and construction services must be identified and priced separately if proposed. Proponents should demonstrate relevant experience with regional potable water systems, infrastructure condition assessments, GIS asset inventories, risk analysis and capital renewal planning. Proposals must include the proposed methodology, project team, relevant experience, schedule, detailed fees, assumptions and exclusions. The anticipated project duration is approximately six months from authorization to proceed.
