Scope of works
Stockport Metropolitan Borough Council Economy Work & Skills Service is seeking to procure a lead provider to deliver a programme of activity which supports economically inactive Stockport residents who are furthest away from the labour market, with complex needs (including those who are not engaged with mainstream provision and those accessing work and skills triage support via our Work & Skills Navigators) to address barriers and achieve positive onward destinations The design of the delivery is based around a set of 'Key Principles' and a 'Menu of Interventions' and activity should reach out to and attract residents from some of Stockport's communities who are not currently accessing the support they need to overcome barriers, helping them to them make positive progressions towards their goals and aspirations. Advancing equality of opportunity in the labour market, and reducing social isolation are key drivers for this programme and participants should be given the opportunity to access person-centred, one-to-one support via a Key Worker model, to enable them to participate in activities which have a positive impact on their life, address personal challenges and needs, and improve their life chances. The delivery model should offer a varied menu of engaging interventions which will address the most significant or pressing barriers that a participant is facing and help them on their pathway into employment (where this is right for the individual), education/training or further ongoing support. Ongoing community engagement and integration is a crucial aspect of this programme, as well as collaboration and partnership working with Stockport Council and other key local stakeholders, in order to support residents needs and ambitions.
