Scope of works
The ESRI Enterprise Licence Agreement provides the ArcGIS geographic information system (GIS) platform used across SSE Networks to capture, manage, analyse and visualise geospatial and asset location data. The service supports critical operational, engineering, planning and asset management activities, enabling users to manage network infrastructure, undertake spatial analysis, maintain asset location records and support regulatory and operational reporting requirements across Transmission and other SSE Networks functions. The ArcGIS platform is materially embedded within SSE's operational and technology landscape and forms a core component of business processes relating to infrastructure planning, network design, asset management and geospatial data governance. ArcGIS is integrated with other enterprise systems, including Maximo, where it provides the authoritative source of location and mapping data for network assets. Significant volumes of business data, mapping configurations, applications, workflows, user content and integrations have been developed and maintained within the ESRI environment over a number of years. A review of alternative GIS platforms confirmed that while other suppliers provide mapping or geospatial capabilities, any replacement would require substantial migration of existing datasets, redevelopment of integrations, reconfiguration of business processes, extensive user retraining and the validation of critical asset and network data. Such an exercise would introduce significant cost, operational disruption and implementation risk. Furthermore, the proprietary nature of the ArcGIS platform, together with its deep integration into existing operational systems and workflows, means that a like-for-like replacement cannot be implemented without significant technical redevelopment and business change activity. This procurement therefore relates to the continued provision of the ESRI ArcGIS platform and associated enterprise licensing required to maintain business continuity, support operational activities and preserve the integrity of existing geospatial data, integrations and associated business processes.
