Scope of works
Temporary Site Services — Barbican Renewal Programme. Site-wide temporary site services for the refurbishment of the existing, occupied Barbican Centre, let under a Construction Management approach with Blue Sky Building appointed as Construction Manager. The Contractor shall design (where required), supply, install, maintain, modify and ultimately remove all temporary site services supporting the site establishment and logistics set-up. Electrical scope comprises temporary distribution systems, boards, cabling, containment and sub-mains, power to all work areas including welding supplies and battery charging stations, and vertical and horizontal distribution to the hoists, tower crane, scaffolding/Haki staircases and the temporary stairs, walkways and loading platforms associated with TP1200. Lighting comprises safe access, emergency escape route, staircase, external, public-route and hoarding/fencing security lighting, with task lighting by others. Mechanical scope comprises temporary potable and non-potable water, chlorination, trace heating and booster pumps where required, supplies to welfare and site facilities, drainage, pumped drainage and waste connections, temporary ventilation, and supplies for commissioning and flushing. Energy metering, testing and commissioning are included throughout. The package also covers phased diversions of existing electrical, water, drainage and RWP services; temporary fire alarm and life-safety measures including interfaces, wireless systems, detectors, call points, evacuation systems and isolations and reinstatements; and temporary security and access arrangements including access control, CCTV, intruder alarms, door release systems and secure partitions. All works are to be phased to suit the site programme within a live, occupied building and may require out-of-hours working. Continuity and protection of landlord/tenant supplies, life-safety systems, critical plant and security systems is to be maintained at all times, with no outages undertaken without approved shutdown procedures. Shutdowns, terminations, isolations and controlled security access — particularly during the Pre-Closure Period — are to be planned and agreed in advance with the Barbican Centre project teams, with applications typically submitted a minimum of 2–4 weeks ahead, supported by shutdown methodologies, outage requests, contingency plans and temporary back-up arrangements. The Contractor shall develop and maintain a phasing strategy covering area-by-area handovers, temporary service adaptations, service migration works and occupier decant phases, and shall allow for all trade contractor access requirements and for fully up-to-date records of all temporary installations. Ongoing obligations include regular inspection, planned and reactive maintenance, fault attendance, PAT and periodic testing, temporary generator support if required, and out-of-hours and 24-hour emergency call-out capability for the full project duration. On completion, temporary installations are to be removed, redundant supplies disconnected and affected areas made good. Utility consumption charges and landlord utility costs are excluded.
