Scope of works
The Welsh Government Energy Service (WGES) supports public sector organisations and community energy enterprises across Wales to deliver decarbonisation, renewable energy, climate resilience, emissions reporting and wider climate action. The current framework comprises two Lots: Lot 1 Public Sector Decarbonisation Support and Lot 2 Public Sector Net Zero Reporting. The current framework expires on 31 March 2027. All new call-off contracts must be awarded before that date and in accordance with the framework terms. Call-off contracts awarded before the framework expiry date may continue beyond 31 March 2027 where permitted under their contractual terms and where any necessary approvals and funding arrangements are in place. This will support continuity of service while successor arrangements are developed and implemented. Framework users are therefore encouraged to review their anticipated requirements at an early stage and, where there is a requirement, allow sufficient time to complete any final call-off awards before 31 March 2027. Users remain responsible for ensuring that each call-off complies with the framework terms and their own governance requirements. Following Ministerial approval, Welsh Government has commenced preparatory work to develop an interim successor Welsh Government Energy Service Framework. The purpose of the interim framework is to provide continuity of support for public sector climate and community energy activity while wider policy developments continue to progress, including the establishment of the Welsh Public Energy Company (WPEC) and implementation of the Climate and Nature Action Plan. Welsh Government’s current intention is to establish an interim framework which builds on the strengths of the current WGES model whilst providing flexibility to respond to future policy developments and Ministerial priorities. Although the scope, structure, value, duration and procurement approach remain under development , as an interim arrangement the framework is likely to have a shorter initial term of 2 years with extension options, compared to the current framework’s 4-year term. Further details will be confirmed in the subsequent procurement notices. To help inform development Welsh Government also plan to undertake preliminary market engagement activity with stakeholders. Details of engagement opportunities will be published through the next Preliminary Market Engagement Notice. Subject to further development and market engagement, we anticipate the tender for the interim framework will be published in the next financial year 2027/2028, with the new service commencing in early 2028. It does not constitute a commitment by Welsh Government to commence a procurement, award a framework or contract, or incur expenditure.
