Scope of works
UHS Estates Limited (UEL) is initiating a Soft Market Engagement (SME) exercise to survey the market for modern ophthalmic equipment solutions serving high-volume cataract (phacoemulsification) and vitreoretinal (VR) surgical procedures across its hospital sites. The Trust seeks to understand current technological capabilities, commercial models, consumable structures, and digital integrations available in the market. Participation in this SME exercise will inform the Trust’s future procurement strategy and business case development. Additionally, given changes to NHS accounting standards (IFRS 16) and capital expenditure constraints (CDEL), the Trust seeks market intelligence on how medical device providers and peer NHS Trusts structure long-term asset models—specifically comparing Outright Capital Purchase, Managed Equipment Services (MES), Operational/Finance Leasing, and Cost-Per-Procedure (CPP) / Bundled arrangements.
