Scope of works
The Financial Conduct Authority (FCA) requires an independent review and validation of its Regulatory Experience (RX) model, including the eight dimensions and forty-question scorecard. The work will assess whether the dimensions reflect the lived experience of individuals carrying out regulated activities. The supplier will assess whether the eight dimensions comprehensively capture regulatory experience, identify any gaps, overlaps or areas requiring refinement, and evaluate whether the question set is clearly worded, free from bias, aligned with the strategic intent of RX, capable of generating reliable actionable data, and meaningful and non-duplicative. The supplier will conduct structured engagement with a representative sample of firms to test how the RX dimensions and questions are interpreted across different firm types and user roles. Deliverables will include a validation report, annotated question set with feedback, summary of firm engagement findings, and recommendations for refinement where required.
