Scope of works

This Invitation to Tender (ITT) is issued by NHS Wales Shared Services Partnership Procurement Services (hosted by Velindre University NHS Trust) ("NWSSP") on behalf of Hywel Dda University Health Board ("HDUHB"), which will act as the lead contracting authority and enter into the resulting agreement. Hywel Dda University Health Board, acting on behalf of Betsi Cadwaladr University Health Board, Cwm Taf Morgannwg University Health Board and Swansea Bay University Health Board, is seeking to procure a modern Community Information System to replace the existing Wales Community Care Information System (WCCIS), which is approaching end of life. The procurement presents a significant opportunity to deliver a strategic digital care record solution supporting integrated health, community, mental health and social care services across Wales. The Authority is seeking a cloud-ready, secure, resilient and highly interoperable platform capable of supporting a shared digital care record, mobile working, multidisciplinary care planning, advanced reporting, and seamless integration with national and local health and care systems. Suppliers will be expected to demonstrate strong implementation and data migration capability, alignment with NHS Wales Digital Architecture principles, robust cyber security and information governance arrangements, and a commitment to innovation, service transformation and long-term scalability. The solution will support a broad range of community services, including Health Visiting, School Nursing, Children's Community Nursing, Safeguarding and Community Nursing services, with the potential for future expansion. The resulting contract will play a key role in enabling person-centred, digitally enabled integrated care, improving information sharing, reducing administrative burden and supporting better outcomes for citizens across Wales.
