Scope of works

Caerphilly County Borough Council, acting on behalf of the Welsh Collaborative Food Group, intends to establish a multi-supplier open framework agreement for the provision of food, beverages and associated products to public sector bodies throughout Wales. The framework is being developed to provide a compliant and flexible route to market for a wide range of participating organisations, including local authorities, schools, education establishments, social care settings and other eligible public sector bodies. The proposed framework will be structured using a combination of geographical areas and product categories to support participation from national, regional and local suppliers, including SMEs. The intention is to create a competitive marketplace that supports resilient supply chains, increased supplier choice, simplified procurement processes and opportunities for Welsh businesses. The framework is expected to cover a broad range of food and associated products, including ambient goods, chilled products, frozen foods, fruit and vegetables, meat products, dairy products, bakery goods, beverages, snacks, vending products and non-food catering related items. Suppliers appointed to the framework will be required to demonstrate compliance with food safety legislation and maintain appropriate standards relating to food hygiene, traceability, allergen management, sustainability, ethical sourcing and supply chain resilience. The framework is anticipated to operate as an open framework in accordance with the Procurement Act 2023, providing opportunities for suppliers to apply for admission during subsequent opening rounds.
