Scope of works

The Syria Education Programme III (SEP III) aims to support the Syrian Ministry of Education in realising their reform agenda by providing targeted technical assistance. Through collaboration with Ministry officials, the programme will offer expert advice, capacity building, and support for policy and process improvements. The approach is intended to be responsive and adaptable to the evolving political context, focusing on key priorities identified by the Ministry, such as strengthening data systems, enhancing safeguarding, and improving teaching quality. A demand-led element will also be required. Ultimately, SEP III is designed to strengthen the education system and improve foundational learning outcomes for primary school children across Syria, with technical assistance delivered in close partnership with government stakeholders.
