Scope of works
The West Yorkshire Fire and Rescue Service (WYFRS) is inviting expressions of interest for an upcoming tender for Health cover Services.
As the fourth-largest Fire and Rescue Service in the UK, WYFRS serves over 2.2 million people across 800 square miles, providing emergency coverage 24 hours a day, every day of the year. WYFRS employees approx. 1500 staff.
At this time, WYFRS is looking to assess the market's interest and its appetite to bid for and deliver this upcoming contract. A high-level overview of the key requirements is outlined below, although full details will be provided in the tender opportunity.
1. Cash Plan
A healthcare cash plan that enables employees to reclaim the cost of routine healthcare expenses, including but not limited to:
Prescription charges
Dental treatment costs
Optical expenses, including eye tests and corrective eyewear
Specialist consultations and diagnostic services
Diagnostic scanning services, including MRI, CT and PET scans
In addition, the cash plan should provide access to a range of wellbeing and preventative health benefits, such as:
24/7 GP services
Counselling and wellbeing support
Cancer risk assessments and screening services
Neurodiversity assessment and support services
2. Private Medical Insurance (PMI)
A private medical insurance provision that enables employees to access eligible consultations, diagnostics and surgical procedures through accredited private hospitals. This should support timely access to treatment and reduce waiting times for covered medical conditions compared to the NHS.
The tender is expected to be issued approximately November 26. The contract term will last a minimum of 3 years, with options to extend for +1 + 1 year periods, bringing the total
duration to a maximum of 5 years total.
The estimated costs for the full contract term is expected to be between £150,000.00 and £200,000.00.
Suppliers interested in participating are invited to email their expression of interest to tenders@westyorksfire.gov.uk by 28/09/2026, and if possible, provide the following information:
• Main contact name, email, and phone number for follow-up communication.
• Any frameworks you are currently associated with or will be in the near future.
• Confirmation if you believe that the core requirements can be delivered through your
proposed solution.
• Confirmation of your ability to bid within the specified time frame and that you have the
capacity to deliver the contract over the full term.
• A link to a demonstration of your current solution (if applicable)
• Feedback on the proposed budget.
• Feedback on the proposed contract length e.g. do you deem it as suitable.
• Expected invoicing methods.
• Any additional comments or feedback based on the information provided.
