Scope of works
Fairhive Homes Limited intends to procure a contract for the supply, implementation, configuration, support, maintenance and continuous improvement of a Learning Management System. The procurement is intended to support Fairhive's requirement for an LMS platform that enables effective learning management, compliance training, reporting, user administration and integration with Fairhive's wider systems environment. The RFQ states that Fairhive wishes to appoint a single supplier to provide, implement, configure, support and maintain the LMS in accordance with the specification. The requirement is expected to include: 1. Supply of a hosted Learning Management System platform. 2. Configuration of workflows, roles, permissions, learning pathways, dashboards, notifications and branding. 3. Implementation support, including mobilisation, discovery, implementation planning, testing, user acceptance testing, go-live support and hypercare. 4. Data migration support, including extraction support, mapping, cleansing support, migration, reconciliation and validation. 5. Microsoft Entra ID Single Sign-On and user provisioning integration. 6. Microsoft 365 integrations, including Microsoft Teams and Outlook calendar integration. 7. Administrator, manager and end-user training, including materials and train-the-trainer or digital resources. 8. Initial content and SCORM set-up, including upload, configuration and validation of SCORM 1.2/2004 and other agreed content. 9. Ongoing hosting, storage, backups, disaster recovery, support, service levels, maintenance, updates, escalation and account management. 10. Reporting, dashboards and scheduled reporting. Suppliers will be expected to demonstrate: 1. Relevant experience implementing and supporting Learning Management Systems for a housing association, public sector organisation or similarly regulated environment. 2. A functional solution that supports learning pathways, compliance training management, reporting and dashboards, certification, SCORM compliance, accessibility, mobile functionality, workflow automation, manager functionality, learner experience and Microsoft 365 integration. 3. A clear implementation, data migration and training methodology, including project mobilisation, configuration, testing, user acceptance testing, data migration, training, go-live support and hypercare. 4. Robust information security, compliance and business continuity arrangements, including ISO27001, Cyber Essentials Plus, UK GDPR compliance, data hosting, resilience, disaster recovery, business continuity and incident management. 5. Effective support, service desk, account management, service level, escalation, reporting, quarterly review, product roadmap and continuous improvement arrangements. 6. Measurable social value and sustainability commitments, including community investment, skills and employment support, carbon reduction, digital inclusion, volunteering, equality, diversity and inclusion, supplier diversity and wider environmental sustainability initiatives. Fairhive intends to use the procurement documentation and evaluation process to assess the optimum combination of quality, social value and price. The RFQ defines Most Advantageous Tender as the tender offering the optimum combination of quality, social value and price in accordance with the evaluation methodology. Particular emphasis is expected to be placed on: 1. Functional LMS capability and user experience. 2. Compliance training management and reporting. 3. Data security, UK GDPR compliance and hosting arrangements. 4. Microsoft 365 and Microsoft Entra ID integration. 5. Implementation, data migration and training support. 6. Service desk, support, service levels and account management. 7. Social value, sustainability and measurable community benefits.
