Stalking Advocacy Provision

Scope of works

1. The Provider will provide an Independent Stalking Advocacy service dedicated to delivering specialist support across the Dyfed-Powys Police area. This should include provision of an Independent Stalking Advocacy Caseworker (ISAC). 2. The ISAC will provide expert stalking advocacy support to victims of stalking, supporting them through the complex criminal justice system, managing risk and improving safety. 3. The service should prioritise non-domestic abuse related stalking victims and then assess domestic abuse stalking victims on a case-by-case risk assessed basis. 4. ISAC Support will be delivered face-to-face, over the phone and virtually via video calls where appropriate, to allow the provision of support across the large geographical area. 5. The Provider will work with Dyfed-Powys Police to embed a police referral process into the ISAC service. 6. The Provider will enable self-referrals from victims/survivors and referrals from other support services as appropriate. 7. The ISAC will work on creating pathways with, and building the knowledge of, local victim and witness support services, and specialist domestic violence and sexual violence services. This will ensure all victims of stalking in the Dyfed-Powys Police area receive high quality stalking advocacy support to meet their need, irrespective of risk level. 8. To ensure the service actively promotes a person-centred approach with the method of delivery and length of support being informed by the service user's needs. 9. To make necessary referrals where there are identified safeguarding concerns. 10. To ensure compliance with the Independent Stalking Advocate statutory guidance regarding support for victims under 16 or the children of adult victims. 11. To work with partners to share key trends that may inform wider interventions and awareness raising. 12. To actively contribute to the stalking and prevention agenda across Wales and/or nationally. 13. To consider the wider support needs of service users and make arrangements for onward referrals for specialist support where appropriate. 14. To work with the Commissioner to evidence the effectiveness of the service and the social value delivered.
