Scope of works
This procurement was conducted by Moorfields Eye Hospital NHS Foundation Trust ("MEH") in accordance with the Procurement Act 2023. University College London ("UCL IoO") (acting through its Institute of Ophthalmology) participated in this procurement. UCL is not a contracting authority for the purposes of the Procurement Act 2023, and by its participation in this process has not submitted to the provisions of that Act. Two separate contracts were entered into. Although this notice is published as a single notice, it relates to two distinct contracts, both entered into with Crown Workspace Limited following the same procurement process: - a contract between MEH and Crown Workspace Limited, to the value of £385,252.00 excluding VAT; and - a contract between UCL (acting for its Institute of Ophthalmology) and Crown Workspace Limited, to the value of £195,812.44 excluding VAT. The total contract value stated in this notice is the combined value of both contracts and should be read as split between the two contracts as set out above. Each contract covers only the relocation requirements of the organisation that entered into it, and each organisation is responsible for its own contract, budget and commercial schedule. The procurement was carried out to appoint a single supplier to deliver relocation services for both organisations, with each organisation entering into its own contract with the successful Tenderer at the conclusion of the process. MEH and UCL IoO sought to appoint a suitably experienced supplier to provide relocation services in support of the planned relocation of clinical, research, laboratory and administrative services from existing sites to a new integrated centre. The contract scope included the coordinated planning, management and delivery of relocation and decanting activities for hospital clinical services and laboratory services and associated assets. This included specialist equipment, fridges and freezers, chemicals, wet laboratory items including biological samples, information technology equipment and general administrative facilities. The appointed supplier was required to deliver a safe, controlled and sequenced move approach that maintained service continuity and managed the constraints and risks associated with clinical service operations and laboratory environments. Existing sites included: - Moorfields Eye Hospital NHS Foundation Trust, 162 City Road, London EC1V 2PD (and associated satellite buildings); and - University College London Institute of Ophthalmology, 11-43 Bath Street, London EC1V 9EL. The new integrated centre ("Oriel") is located at: - 4 St Pancras Way, London NW1 0QG. The contracts were awarded following a two-stage competitive flexible procedure under the Procurement Act 2023.
