Scope of works
This procurement establishes a multi-lot framework agreement for the supply of paint supplies, tenant paint pack and voucher solutions, and decorating services for use by public sector organisations. The framework is designed to provide a compliant and flexible route to market for high-quality decorating products and services, supporting property maintenance, refurbishment, tenant engagement, and asset management activities across residential, commercial, educational, healthcare, and other public sector environments. Lot 1: Paint Supplies Provision of paint products, coatings, decorating materials, consumables, and associated accessories through a national network of decorator centres and trade counters. Services may include colour matching, tinting, technical support, product advice, account management, and other value-added services to support public sector maintenance, refurbishment, and decorating requirements. Lot 2: Decorating Solutions for Tenants Provision of tenant paint pack and voucher schemes, including product supply, voucher issuance and redemption, fulfilment, customer support, scheme administration, and management information reporting. The Lot is intended to provide contracting authorities with flexible solutions to support tenant decorating initiatives and property maintenance programmes. Lot 3: Decorating Services Provision of internal and external decorating services across residential, commercial, community, educational, healthcare, and other public sector properties. The scope includes planned, cyclical, responsive, void property, and project-based decorating works, together with all associated labour, materials, equipment, supervision, and quality assurance activities. Services may be delivered within occupied and sensitive environments and are required to support the maintenance, refurbishment, and asset management objectives of contracting authorities.
