The direct award is by the individual Council Procurement: The essential Collection and Delivery of letters and parcels, including the logging and tracking of recorded and special delivery items. A critical requirement is maintaining a complete and uninterrupted audit trail for every consignment/batch from collection through to delivery, which is vital for statutory functions such as the recovery of unpaid taxes.
