Project P504171 — Lifting Education Access and Resilience in times of Need in Ukraine Program · Method: Individual Consultant Selection · Consulting services · REQUEST FOR EXPRESSIONS OF INTEREST (LEARN-IC-NIO-2.4-2 – Content Development Project Manager 3 (upper secondary school, content for educational domains)) Market Approach - Open, National UKRAINE Lifting Education Access and Resilience in Times of Need in Ukraine Program Grant No. TF0C5794 Assignment Title: Content Development Project Manager 3 (upper secondary school, content for educational domains) Reference No. LEARN-IC-NIO-2.4-2 Ukraine signed with the International Bank for Reconstruction and Development and the International Development Association (hereinafter referred to as the World Bank) the agreements for the Program "Lifting Education Access and Resilience in times of Need in Ukraine" (hereinafter referred to as LEARN, or the Operation). LEARN was developed to address critical challenges and provide essential support to the education sector, aligning with the Ministry of Education and Science’s (MoES) Strategic Action Plan. The objectives of the Operation are to (i) improve teaching and learning conditions; and (ii) strengthen management capacity of the education system. The Content Development Project Manager 3 is responsible for leading and coordinating the development of educational content for upper secondary school (grades 10–12) within the New Ukrainian School (NUS) reform. The manager ensures that all content is aligned with the State Standard for Upper Secondary Education, supports competency-based learning, and is tailored to the diverse needs of students in academic lyceums. The Consultant will be contracted through competitive selection in line with the World Bank’s “Procurement Regulations for IPF Borrowers” September 2025 (“Procurement Regulations”).
