Le Gouvernement de la République de Madagascar, par le biais du Ministère de l’Eau, de l’Assainissement et l’Hygiène a reçu un crédit de l’Association Internationale de Développement (IDA), dans le cadre de mise en œuvre du Projet d’Amélioration de l’Accès à l’Eau Potable (PAAEP Madagascar), et a l’intention d’utiliser une partie du montant de ce crédit pour effectuer les paiements au titre du contrat suivant : « Consultant Individuel en appui au MEAH pour l'Élaboration du WASH Compact National de Madagascar» . L'objectif principal de la mission du Consultant Individuel est d'accompagner le MEAH dans la finalisation d'un Compact National WASH de Madagascar, document politique de haut niveau qui formalisera les engagements du gouvernement et de ses partenaires en matière d'eau, d'assainissement et d'hygiène à l'horizon 2030. Conformément aux exigences minimales d'un WASH Compact dans le cadre de Water Forward, le document devra couvrir au minimum les trois dimensions suivantes : Cibles d'accès réalistes : objectifs quantitatifs et géographiques d'accès à l'eau potable, à l'assainissement de base et à l'hygiène, à l'horizon 2030, déclinés par milieu (urbain/rural) et par groupes de population vulnérables.
