Project P512300 — Strengthening Infrastructure and Networks for Energy · Method: Quality And Cost-Based Selection · Consulting services · REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES – FIRMS SELECTION) Country: Mongolia Name of Project: Fifth Energy Sector Project Grant No.: TF0C8834 Assignment Title: Preparation of the Feasibility Study and Environmental Social Impact Assessment for the Expansion of the Transmission and Distribution System Reference No: MN-MOE-540189-CS-QCBS/01 The Government of Mongolia has received financing from the World Bank toward the cost of the Fifth Energy Sector Project and intends to apply part of the proceeds for the following consulting services. The consulting services (“the Services”) include conducting a technical, economic, commercial, environmental, and social feasibility study for the expansion and modernization of the transmission and distribution network. The tentative duration of the assignment is twelve (12) months. The detailed Terms of Reference (TOR) for the assignment can be found at: https://docs.google.com/document/d/1usSioNrEBjzyikEZLonV4BxaO5ZOWZWNsclzeaWdR8g/edit?usp=sharing The Ministry of Energy now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they are qualified to perform the Services, including: Relevant experience in similar assignments and comparable conditions (e.g., country, sector, or project complexity); Firm’s core business and years in operation, and technical and managerial capabilities; Organizational capacity and resources; Supporting documentation, as appropriate. Shortlisting criteria are as follows: Minimum five (5) years of experience in undertaking similar assignments in the energy sector, particularly in transmission and distribution network expansion; Proven experience in preparing feasibility studies (FS) and conducting environmental and social impact assessments (ESIA) for power generation, transmission, and distribution network modernization projects, preferably in countries with similar climatic conditions; Experience working with government institutions and international financial institutions (IFIs) is an advantage; Adequate organizational capacity
