(AS PER PROCUREMENT PLAN): ZTYA/20260804058 The Government of Mongolia has received a grant financing from the International Bank for Reconstruction and Development (IBRD), through the Global Facility for Project Preparation (GFPP) toward the cost of the Gobi Connectivity Improvement Project under Grant No. TF0D0692 and intends to apply part of the proceeds for consulting services. The consulting services (“the Services”) include two distinct but complementary components. Component A will establish the analytical and strategic foundations for aviation sector development in Mongolia. It will include a comprehensive aviation sector diagnostic, a proportionate first-pass review of the International Civil Aviation Organization (ICAO) safety and security compliance issues relevant to airport network planning and investment readiness, preparation of the Mongolia Airport Network Development Strategy to 2040, a companion Policy Recommendations Note, and a structured stakeholder consultation process. Together, these outputs will provide Government with a practical framework for airport classification, demand development, institutional strengthening, climate resilience, high-level investment prioritization, and identification of follow-on policy and technical assistance needs. Component B will prepare a full feasibility study for Murun Airport. The Government has identified Murun Airport as a priority project requiring detailed assessment and project preparation. The feasibility study shall evaluate the technical, operational, environmental, social, financial, economic, fiscal, and institutional viability of the proposed investment and define an appropriate development concept for implementation. The assignment is expected to run for approximately 6 to 7 months from the date of contract effect
