Project P177040 — MV: Digital Maldives for Adaptation, Decentralization and Diversification · Method: Request for Proposals · Goods · Reference Number: (IUL)13-K/13/2026/151 Project Number: TES/2026/G-010 SPECIAL PROCUREMENT NOTICE Procurement of Maldives Data Exchange (MDX) Platform, including Provision, Customization, Implementation, and Integration Name of Project: Digital Maldives for Adaptation, Decentralization and Diversification (D’MADD) Project (P177040) Grant No.: E047-MV RFB Reference No.: MV-MoECCT-DMADD-528844-GO-RFB The Government of the Republic of Maldives has received financing from the World Bank toward the cost of the Digital Maldives for Adaptation, Decentralization and Diversification(D’MADD) Project , and intends to apply part of the proceeds toward payments under the contract for Procurement of Maldives Data Exchange(MDX) Platform Including Provision, Customization, Implementation, and Integration. The of Ministry of Finance and Public Enterprises on behalf of the Ministry of Homeland Security, Labour and Technology, now invites sealed Proposals from eligible Proposers for the Procurement of Maldives Data Exchange (MDX) Platform, including Provision, Customization, Implementation, and Integration. The Procurement process will be conducted through International Competitive Procurement using Request for Proposals (RFP) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” November 2020 (“Procurement Regulations”) and is open to all eligible Proposers as defined in the Procurement Regulations. Proposals will be evaluated in accordance with the evaluation process set out in the Request for Proposals documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): 70% and for Bid cost: 30%.
