O Governo de Moçambique, representado pelo Ministério da Administração Estatal e Função Pública (MAEFP) com o apoio financeiro do Banco Mundial, está a implementar o Projecto de Desenvolvimento Urbano e Descentralização (PDUL) que esta a beneficiar 22 Municípios das Províncias de Niassa, Zambézia, Sofala e Gaza.
