The Federal Government of Somalia, through the Ministry of Finance, has received financing from the World Bank for the Somalia Recurrent Cost and Reform Financing Project that supports the FGS and eligible Federal Member States (FMS) in strengthening resource management systems, the intergovernmental fiscal relations, and service delivery in health and education. The project disburses financing against Performance-Based Conditions (PBCs), under which payment follows independently verified evidence that agreed reform milestones have been achieved, rather than against inputs alone. II . The Government intends to apply part of the proceeds in the Procurement of Consulting Gap Assessment of Payroll Enrollment and Payment Controls in Federal Member States. III. The Ministry of Finance now invites eligible firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The short-listing criteria are as follows: A. Core Business and Years in Business: the firm must be a legally registered entity with a core business focus on public financial management, HR, governance, institutional, regulatory, or public sector reform. The firm must have been in operation for at least ten (10) years. B . Relevant Experience: The firm should demonstrate experience in PFM, HR, governance, Institutional, financial, or regulatory review/reform process, with successful execution of at least two (2) similar assignments.
