Reference No . PK-MOE-566558-CS-QCBS-CTBCM The Ministry of Energy (Power Division) has received financing from the World Bank toward the cost of the Electricity Distribution Efficiency Improvement Project (EDEIP) and intends to apply part of the proceeds for engagement of a consultancy firm for Independent System and Market Operator of Pakistan (ISMO) for supporting the operation and development of the Competitive Trading Bilateral Contract Market (CTBCM) in Pakistan’s power sector . The consulting services (“the Services”) include key experts to undertake multiple tasks for supporting the operation and development of the CTBCM according to the scope provided in the detailed Terms of Reference (TOR). The TOR for the assignment can be downloaded from https://power.gov.pk/ or www.ismo.gov.pk. The Program Implementing Unit (PIU), Ministry of Energy (Power Division) now invites EOI from eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants are required to provide information demonstrating their qualification and relevant experience to perform the Services described in the TOR. Key Experts will not be evaluated at the shortlisting stage. Shortlisting criteria for the Consultants include: The firm must have been duly incorporated and operational for a minimum period of ten (10) years as of the date of submission in the same business (documented evidence showing years in business such as certificate of incorporation etc. must be provided).
