This request for expressions of interest follows the General Procurement Notice for the Tanzania Cities Transforming Infrastructure and Competitiveness (TACTIC) Project that appeared in the United Nations Development Business (UNDB) online Notice No. OP00215554 of February 21, 2023. 2. The Government of the United Republic of Tanzania has received financing from the International Development Association (IDA) towards the cost of the Tanzania Cities Transforming Infrastructure and Competitiveness (TACTIC) Project, implemented by the Prime Minister’s Office – Regional Administration and Local Government (PMO-RALG). Part of the proceeds of this financing will be applied to eligible payments under the contract for the Provision of Consultancy Services for Capacity Building on Service Delivery and Operations and Maintenance in Selected LGAs and PMO-RALG under the TACTIC Project. 3. The overall objective of the assignment is to strengthen the capacity of participating urban LGAs and PMO-RALG to plan, deliver, operate, and maintain urban infrastructure and services in a sustainable, accountable, and performance-oriented manner under the TACTIC Project. 4. The specific objectives of this assignment are to: (i) assess existing urban service delivery and operations and maintenance systems, institutional arrangements, staffing, financing, and performance gaps in participating cities and municipalities; (ii) develop practical capacity-building measures to improve planning, budgeting, asset management, maintenance programming, contract management, monitoring, and reporting; (iii) support Local Government Authorities to strengthen systems for sustainable operations and maintenance of urban
