Contexte et justification La République de Guinée est en train de développer le premier mécanisme sectoriel de tarification du carbone en Afrique ciblant le secteur non-énergétique. L'Instrument de Tarification du Carbone (ITC) pour le secteur minier constitue un pilier central de la Contribution Déterminée au niveau National révisée (NDC 3.0) du pays, avec un objectif de réduction de 30 % des émissions sectorielles d'ici 2040, dans le cadre de la Vision 2040. Le PGRNME, financé par l'IDA à hauteur de 65 millions USD, couvre le cadre institutionnel et opérationnel de cette initiative. Une allocation dédiée de 1,5 million USD, en cours de mobilisation auprès du PMIF (Partnership for Market Implémentation Facility), doit permettre de financer l'opérationnalisation de la phase pilote prévue de juin 2026 à juin 2028. L'ITC est un mécanisme basé sur l'intensité des émissions (tonne de CO par tonne de minerai produite), s'appliquant en priorité aux installations extractrices de bauxite et de minerai de fer. Il permet d'accompagner la croissance économique tout en imposant une amélioration progressive de l'efficacité carbone des opérateurs miniers. Les obligations financières de conformité seront reversées à un Fonds de Mitigation, dont au moins 8
