Project P507260 — Phase 3 Advancing Sustainability in Performance, Infrastructure, and Reliability of the Energy Secto · Method: Request for Bids · Goods · Specific Procurement Notice Request for Bids Goods (Two-Envelope Bidding Process) Country: West Bank & Gaza Name of Project: Advancing Sustainability in Performance, Infrastructure, and Reliability of the Energy Sector in the West Bank and Gaza (P507260) (ASPIRE-III) Contract Title: Supply and Installation of Solar Systems to cover Electricity consumption for Public Facilities in West Bank Grant No.: TF-C7604 RFB Reference No.: GZ-PENRA-549396-GO-RFB The Palestine Liberation Organization has received financing from the World Bank toward the cost of the third phase of Advancing Sustainability in Performance, Infrastructure, and Reliability of the Energy Sector in the West Bank and Gaza and intends to apply part of the proceeds toward payments under the contracts for the Supply and Installation of Solar Systems to cover Electricity consumption for Public Facilities in West Bank. 2. The Palestinian Energy & Natural Resources Authority (PENRA) now invites sealed Bids from eligible Bidders for the Supply and Installation of Solar Systems to cover Electricity consumption for Public Facilities in West Bank. The project aims to install PV systems for Eight (8) public buildings, that are listed below with their specific locations as mentioned in point 8 below. 3. Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” Sixth Edition, February 2025 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations. 4. Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): 60% and for Bid cost: 40% . 5.
