The Republic of Angola the Ministry of Higher Education, Science and Technology and Innovation, has received financing from the World Bank toward the cost of Tertiary Education, Science, and Technology Project (TEST) and intends to apply part of the proceeds toward payments under the contract for Construction of Academic Infrastructure at ISCED Huambo . 2. The Tertiary Education, Science, and Technology Project (TEST) now invite eligible Bidders to submit sealed proposals for Construction of Academic Infrastructure at ISCED Huambo. The work will consist of construction of Academic Infrastructure at ISCED Huambo. The land designated for the establishment of the Institute is in a peripheral area of the city of Huambo, approximately 700 meters south of the Huambo University City, and has approximately 206,400.00 m2 of surface area. The land is characterized by a rectangular shape with rugged topography, with a height variation of approximately 13 meters from east to west. The construction period is twenty-four (24) months. 3. Bidding will conducted through international competitive procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers- Procurement in Investment Projects Financing” September 2025 (“Procurement Regulations”), and is open to all eligible Bidders. 4. Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): 70 % for technical factors and 30 % for the Bid cost. 5.
