The Royal Government of Bhutan has received financing from the World Bank toward the cost of Accelerating Transport and Trade Connectivity in Eastern South Asia (ACCESS) – Bhutan Project and intends to apply part of the proceeds toward payments under the contract for Design, Development, Supply, Installation, Deployment and Implementation of Bhutan National Single Window System. 2. The GovTech Agency, Royal Government of Bhutan intends to initially select Applicants for ACCESS/GovTech/GD-9: Design, Development, Supply, Installation, Deployment and Implementation of Bhutan National Single Window System. The Bhutan National Single Window (NSW) is a digital platform to streamline and automate trade-related processes by integrating existing certificate, license, and permit issuing services from multiple government agencies into a single, end-to-end online service. By enabling businesses and traders to submit required documents and information through a unified portal, the NSW will improve inter-agency coordination and facilitate cross-border trade. The system is being developed with a focus on interoperability, integration with Bhutan’s national digital identification system, and robust data protection. It is expected that the Request for Proposals will be made available in August, 2026. 3. Initial Selection will be conducted through the procedures as specified in the World Bank’s Procurement Regulations for Borrowers - Procurement in Investment Projects Financing
