Scope of works
The cities of Lahti and Kuopio are preparing a possible future procurement of bike-sharing services. As part of the procurement preparation process, we invite potential service providers to participate in a market dialogue. The purpose of the market dialogue is to gain insight into available solutions and market capabilities, discuss the contracting authorities' objectives and requirements, and gather feedback to support the development of a practical, transparent, and competitive procurement process. This market consultation is intended to gather information and feedback from potential service providers to support the preparation of a possible future procurement. Participation is voluntary, does not create any obligations for either party, and is neither a prerequisite or an advantage in any future tender process. The contracting authorities are not obliged to proceed with the procurement or to take into account any views expressed during the consultation. No compensation will be paid for participation and all information provided will be used solely for procurement preparation purposes. BACKGROUND The cities of both Lahti and Kuopio currently operate public bike-sharing systems and are preparing for the next contract periods. Lahti and Kuopio are regional cities of comparable size and have experience in operating similar electrically assisted bike-sharing systems. This provides an opportunity to explore the possibility of joint procurement while enabling the contracting authorities to benefit from shared experience, common requirements, and potential economies of scale. The aim of both cities is to procure a flexible, reliable, and userfriendly bike-sharing service, with the possibility of including the surrounding municipalities of both city regions. PARTICIPATION IN MARKET DIALOGUE We kindly ask interested operators to select three preferred time slots from the list below and submit their preferences by email to saana.neulasalmi@sweco.fi no later than 9th of October 2026. After registration, participants will receive a Microsoft Teams invitation, meeting agenda and preliminary questions, which we kindly ask them to review before the meeting. The market consultation meetings will be held according to the following schedule. All times are Finnish local time. Osana hankinnan valmistelua kutsumme alan toimijat osallistumaan markkinavuoropuheluun. Markkinavuoropuhelun tavoitteena on kartoittaa markkinoilla tarjolla olevia ratkaisuja ja palveluntarjoajien näkemyksiä sekä keskustella hankintayksiköiden tavoitteista ja alustavista vaatimuksista. Samalla kerätään palautetta tulevan hankinnan valmistelun tueksi, jotta hankintaprosessista voidaan rakentaa mahdollisimman toimiva, avoin ja kilpailua edistävä. Markkinavuoropuhelun tarkoituksena on tukea mahdollisen tulevan hankinnan valmistelua. Osallistuminen on vapaaehtoista eikä sido kumpaakaan osapuolta. Markkinavuoropuheluun osallistuminen ei ole edellytys myöhempään tarjouskilpailuun osallistumiselle eikä anna osallistujalle etua mahdollisessa kilpailutuksessa. Hankintayksiköt eivät ole velvollisia toteuttamaan hankintaa tai huomioimaan markkinavuoropuhelussa esitettyjä näkemyksiä. Osallistumisesta ei makseta korvausta.
