Scope of works

DESCRIPTION OF THE PROCUREMENT VR-Group Plc (“VR” or the “Contracting Entity”) is procuring a modern, SaaS-based HR solution to replace its current HRM systems in Finland and Sweden. The solution must provide a secure, reliable, and scalable platform for more than 10 000 employees globally, support country-specific requirements, and enable expansion into additional countries if needed, without major customization. VR is seeking a robust, scalable, and future-ready HR solution delivered as a single, integrated product. The solution will serve as VR’s central employment management platform and provide a reliable, secure, and consistent source of personnel and employment information throughout the employee lifecycle. The solution must enable VR to standardize and streamline core HR processes, reduce fragmented systems and manual work, improve data quality, and support efficient collaboration between HR, payroll, managers, employees, and other relevant stakeholders. The scope of this procurement is limited to the acquisition of the technology, including the HR SaaS solution and the necessary user licences. The implementation of the solution and the related support and maintenance services will be subject to a separate procurement procedure to be conducted after the technology provider has been selected. Thus, the selected HR technology must have a strong partner ecosystem in Finland and Sweden to enable competitive procurement. The new SaaS-based HR solution must include secure, enterprise-grade AI capabilities with appropriate governance and human oversight. The provider must also demonstrate continuous and substantial annual investment in product development. OBJECTIVES OF THE MARKET DIALOGUE VR is conducting a market dialogue to obtain specific, substantiated, and commercially relevant input on the planned procurement scope, requirements and delivery model. VR also seeks verifiable evidence of the solution’s impact on employee experience and customer satisfaction, supported by clearly defined metrics, comparable customer results, and independent research or third-party assessments. Participants must provide concrete, evidence-based responses and clearly distinguish between: - Standard, generally available product capabilities - Configurable functionality - AI capabilities currently in production - AI capabilities planned on the committed product roadmap - Partner-delivered services - Functionality requiring customization The purpose is to ensure that the procurement reflects proven market capabilities, supports VR’s strategic objectives, and enables genuine and effective competition. VR may use the results to refine the procurement scope, mandatory requirements, evaluation criteria, contractual framework, and subsequent tendering process. PRELIMINARY SCHEDULE - Market dialogue in September-October 2026 - Publication of the invitation to tender in November-December 2026 - Evaluation of the tenders and contract award in December 2026 - February 2027 - Contract period starts in November 2027 ADDITIONAL INFORMATION This notice is a request for information. It is not a contract notice or a call for tenders. The request for information includes an invitation to participate in a market dialogue. All interested suppliers are invited to participate in technical discussions with the Contracting Entity concerning the planned procurement. The purpose of the dialogue is to discuss the procurement at a general level and to obtain market feedback on the proposed scope and definition of the procurement. Discussion are held mainly as a written market dialogue rounds. Interested suppliers will be provided with preliminary procurement materials and/or questions for review and comments.
