Scope of works
The contracting authority and the customer are: Attvin Produksjon AS Ålesund municipality c/o Group Procurements is assisting the contracting authority with the implementation of the intention notice. The contracting authority intends to enter into a contract with Scania for the delivery of three chassis, as well as signing a contract with Hydraulics and Welding Techniques AS (HST) for work on moving/assembling sanitation additions on the new chassis, upgrades and preparation of the necessary documentation. The contracting authority shall procure three chassis directly from Scania, which shall be delivered by Scania Ålesund. The contracting authority shall procure three new chassis (refuse collection vehicles), where the company shall reuse older refuse collection additions (aggregate) from 2013, delivered by NTM in Finland. The used sanitation additions currently stand on the older Scania chassis. There shall be 2 2 axled and 1 3-axled chassis that is delivered with liquefied biogas (LNG). In order to use the refuse collection vehicles with aggregates, a certified builder must have certificates and weight calculations for the Norwegian Public Roads Administration for approval of vehicles. Only HST and NTM can jointly do this for the contracting authority ́s additions. NTM is the supplier of the refuse collection additions that the customer has and they only have one certified workshop in Norway, which is HST located in Drammen. HST as the only certified NTM workshop in Norway must therefore be responsible for moving the extension over to the new chassis. The customer has asked HST for the possibility of moving the sanitation additions to the chassis from other suppliers than Scania. HST does not have experience with this and does not recommend moving the compactor to other chassis than they are built for, i.e. Scania. HST does not wish to submit tenders for moving the additions to other marks than that for which the extension has been built, in this case it is Scania. Other suppliers deliver the chassis with a different frame width and wheelbase, cable mat and software than the customer has on the older used additions from 2013. This means that the chassis and addition cannot be connected together without it leading to a lot of extra work and great costs, in addition to HST not submitting a tender for moving the addition to other brands than what the extension is built for (Scania). As regards moving the addition to the new chassis, upgrades will be made to the older additions, where all wearing parts and electrical switches, as well as hydraulic tubes are to be replaced. The addition will be sandblasted and painted. Weight and weight cells shall be installed. This must be done by HST in connection with moving the body. The older additions are NTM products.
