Scope of works
The County of St. Paul invites qualified proponents to submit proposals for the provision of Coordinated Municipal Strategic Planning Services. The purpose of this assignment is to support each participating municipality in developing or refreshing a Council-approved Strategic Plan that provides clear direction for the current Council term and supports informed decision-making regarding priorities, resources, and implementation. Each municipality will complete and adopt its own strategic plan. The municipalities involved are: The County of St. Paul No. 10 The Town of Elk Point The Town of St. Paul The Summer Village of Horseshoe Bay The engagement of a single consultant is intended to provide coordination efficiencies, consistency of facilitation, and the opportunity to consider strategic alignment where municipalities already collaborate through shared service agreements. This assignment is municipal-focused. It is not the development of a regional strategic plan and does not and should not imply amalgamation at any state or stage.
