Project P179990 — Just Transition in Select Coal Regions of Bosnia and Herzegovina · Method: Individual Consultant Selection · Consulting services · REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES – INDIVIDUAL CONSULTANT SELECTION) Bosnia and Herzegovina Just Transition in Select Coal Regions of Bosnia and Herzegovina Project Loan No.: IBRD-98010 Assignment Title: LTU Liaison Officer/Legal Officer – Zenica Coal Mine (HR Department) Reference No.: BA-FBIH-JCT-CS-ICS-26-4.2.3.A The Federal Ministry of Energy, Mining and Industry (FMERI) has received financing from the World Bank toward the cost of the Just Transition in Select Coal Regions of Bosnia and Herzegovina Project and intends to apply part of the proceeds for consulting services. The consulting services (“the Services”) include providing daily operational support to the Workforce Transition Unit (LTU) within the Human Resources Department of the Zenica Coal Mine (RMU Zenica). The LTU Liaison Officer will act as the single point of contact and case manager for mine workers affected by the mine closure. The primary objective is to deliver high-quality, individual, and personalized career transition support—ranging from initial profiling and psychosocial guidance to job matching, training referrals, and coordination with employment bureaus—with a strong focus on older workers and individuals with disabilities. The assignment expects continuous physical presence at the HR Department of RMU Zenica. The initial contract period is twelve (12) months, with the possibility of extension subject to satisfactory performance and project implementation schedules.
