Project P507360 — Eswatini Youth Employment Opportunities Project · Method: Consultant Qualification Selection · Consulting services · MONITORING AND EVALUATION OFFICER Reporting directly to the Project Manager, the Monitoring and Evaluation Officer will design and implement the project's M&E framework, collect and analyze performance data and provide reports and feedback to enhance project effectiveness and support informed decision-making. KEY PERFORMANCE AREAS: Design and implement the project’s M&E framework, including indicators, baselines, targets and data collection tools. Develop and maintain databases and systems to track project inputs, outputs, outcomes and impacts in alignment with the project’s theory of change. Collect, analyze and synthesize quantitative and qualitative data to monitor project performance. Undertake data analysis and reporting for all relevant purposes, including monthly, quarterly, semi-annual and annual reports, donor reports and policy reporting. Prepare timely, accurate and comprehensive reports on project performance for the PMU, donors and other stakeholders. Ensure timely compilation and reporting on the project Log-frame in accordance with World Bank reporting guidelines and Government of Eswatini (GoE) reporting procedures. Provide feedback and recommendations to the project management team and EWADE to inform adaptive management and decision-making. Conduct regular field visits and coordinate with implementing partners to ensure data quality, consistency and reliability. Support capacity building of project staff and partners on M&E practices, tools and reporting requirements. Ensure compliance with World Bank M&E policies, guidelines, and reporting standards. Contribute to learning and knowledge management by documenting best practices, lessons learned and success stories. Support the design and conduct of tracer studies, mid-term and end-of-project evaluations, including impact assessments. EDUCATION, EXPERIENCE AND COMPETENCIES: Holder of a Bachelor’s Degree in any of the following fields: Monitoring and Evaluation, Demography, Population Studies, Statistics, Economics, rural development or any other related subjects from a reputable University.
