Provision, Configuration, Integration, Certification, Testing, Deployment, and Operational Support for Domestic Card Switch for the Central Bank of Liberia REF NO.: LR-MOCI-566925-GO-RFP 8 months Background The Government of the Republic of Liberia (hereinafter called “Borrower”) has been allocated grant and loan funds (the “Financing”) from The World Bank which are administered by the International Development Association (IDA) (the “Bank”) and executed by the Ministry of Commerce and Industry (“the Client”). The Client now intends to apply part of the proceeds towards the contract for Provision, Configuration, Integration, Certification, Testing, Deployment, and Operational Support for Domestic Card Switch for the Central Bank of Liberia. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing. The Ministry of Commerce and Industry now invites sealed Proposals from eligible Proposers for Provision, Configuration, Integration, Certification, Testing, Deployment, and Operational Support for Domestic Card Switch for the Central Bank of Liberia The procurement process will be conducted through international competitive procurement using Request for Proposals (RFP) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 revised November 2017, August 2018, November 2020, September 2023 , February 2025 and September 2025 ( “Procurement Regulations”), and is open to all eligible Proposers as defined in the Procurement Regulations.
