Scope of works
Lac Ste. Anne Foundation invites proposals for Prime Consultant Services for the Whitecourt Project in Whitecourt, Alberta. VS Partners Ltd. is administering this procurement on behalf of the Owner. The project involves planning, assessment, design and delivery of housing-related facility improvements for seniors housing, supportive living and affordable housing. Services include architectural design, functional programming, stakeholder engagement, coordination of required design and engineering disciplines, regulatory approvals, procurement support, construction administration, commissioning support and project close-out. Phase 1 includes pre-design, schematic design and site master planning for three development options, followed by selection of a preferred option. Subsequent phases are subject to written Owner authorization. Subconsultants will be procured at the completion of Phase 1 and are not to be included in this submission. See RFP sections 2.4 and 2.6. The anticipated Phase 1 kickoff/site tour is November 9, 2026 (TBD), with final drawings targeted for February 15, 2027 and a Board presentation targeted for February 28, 2027. Dates are tentative. Use the subject line: Whitecourt Project – Prime Consultant Services – [Name of Firm]. Written enquiries are due October 21, 2026 at 2:00 PM Mountain Time.
