Scope of works
RFX documents should be obtained from the County’s electronic bidding portal (Euna Bonfire) portal at https://strathcona.bonfirehub.ca. This Request for Information (“RFI”) is issued by Strathcona County (the “County”) for the purposes of gathering information about the marketplace in order to assist in the determination of future purchasing options or requirements. Respondents are asked to respond to the County and provide the information requested. The County is considering replacing its existing enterprise telephony environment with a Teams-based telephony solution. The County currently has Microsoft 365 licensing that includes Teams Phone capabilities and wishes to understand how best to use that investment as part of a broader, sustainable communications strategy. a. Approximately 1,100 telephone endpoints or users across administrative, operational, public-facing, and safety-sensitive environments. b. A current Mitel-based telephony environment that will require an orderly migration and decommissioning approach. c. Call queues and departmental workflows that require ACD, attendant, supervisor, reporting, recording, and analytics capabilities. d. Analog, paging, emergency, elevator, fax, common-area, ring down lines and other specialty devices or integrations that may not migrate through a single standard pattern. e. A preference for appropriate County administrative control, role-based access, knowledge transfer, and a support model that does not create avoidable supplier dependency. f. A need to support Canadian emergency calling, privacy, security, resiliency, and operational continuity requirements. g. Call recording capabilities at an extension and individual business line level with administrative controls. h. Ability to provide detailed call reports that are customizable, can be setup to run on schedules. The final scope, architecture, implementation approach, service model, service levels, and procurement structure have not yet been determined. The County is using this RFI to validate those elements before preparing any future competitive procurement.
