Scope of works

Smoky Lake County invites proposals from qualified contractors for gravel crushing, screening, testing and stockpiling at White Earth Creek Pit and/or Legacy Pit for the County’s road program. Estimated annual production is 100,000 tonnes, consisting of approximately 80,000 tonnes of 4-20 gravel and 20,000 tonnes of 4-40 gravel. Final quantities, sites and schedules will be confirmed through annual written work orders. No minimum quantity is guaranteed. The successful contractor will supply all labour, equipment, supervision, mobilization, quality control and testing required to produce and stockpile gravel meeting the County’s specifications. Off-site hauling is excluded unless separately authorized. Proposals must include firm annual pricing for 2027, 2028 and 2029, relevant experience, three comparable references, equipment and production capacity, contingency plans, and quality control, safety and environmental procedures. Proposals will be evaluated on cost, experience, equipment capacity and scheduling, quality control, and safety and environmental practices. The contract is subject to annual performance reviews, Council approval and execution of a written agreement.
